Pomp doesnt really exist much at all in the American car culture. It is a very british/french/italian/spanish thing. That guy was simply a tool who wants to be the fictitious character he saw in tv or film and acts out the character, even reciting his lines, in real life. I used to act out scenes from GI Joe cartoons on the playground when I was in 2nd grade too. Then I grew up.
